If you lose your transit pass, report it as soon as possible through the transit app or by calling customer service, since a replacement cannot be issued until the old pass is deactivated. Once deactivated, the lost pass can no longer be used to board buses or trains, even if someone else finds it. A replacement pass costs twelve dollars and is usually ready for pickup at a customer service kiosk within two business days. Any remaining balance or unused monthly pass time from the lost card is automatically transferred to the new one, so riders do not lose the value they already paid for.

Based on the passage, why must a lost transit pass be reported before a replacement is issued?
