The modern passport, now taken for granted as proof of identity for international travel, has a surprisingly recent and inconsistent history. Before the twentieth century, many borders in Europe required no travel documents at all, and free movement across much of the continent was common. The upheaval of the First World War changed this abruptly, as governments introduced passports as a temporary security measure to track the movement of citizens and monitor potential spies. What was intended as a wartime measure proved difficult to unwind once peace returned, partly because immigration officials had grown accustomed to the added control passports provided. League of Nations conferences in the 1920s attempted to standardize passport formats across countries, though full international agreement on design and validity periods took decades longer to achieve.
