Indirect funding through tax deductions is often praised for distributing decision-making power across many private donors rather than concentrating it in a single bureaucratic body, which proponents claim better reflects diverse public tastes. Yet this approach tends to favor institutions already popular with wealthy donors, such as major opera houses, while smaller or regional organizations serving less affluent communities may struggle to attract comparable private support. Many countries therefore combine both mechanisms, using direct grants to sustain foundational infrastructure such as national theatres and orchestras, while relying on tax incentives to mobilize additional private capital for a broader range of cultural activities across the wider arts sector.
